Michael Ruffner is an independent consultant specializing in global health financing and sustainability, drawing on decades of public service shaping international health and development programs. He previously served as deputy coordinator for financial and programmatic sustainability at the U.S. Office of the Global AIDS Coordinator and as director of the U.S. Department of the Treasury’s Technical Assistance Program, with earlier roles at the OECD, the U.S. Senate Budget and Agriculture Committees, and the Office of Management and Budget. Ruffner received an MPP from the University of Michigan.
