Alexandra Phelan is a global health lawyer and public health emergency responder. She is an associate professor at Johns Hopkins Bloomberg School of Public Health, senior scholar at Johns Hopkins Center for Health Security, and faculty director (policy) at Johns Hopkins Institute for Planetary Health. Her research examines legal and policy issues with emerging and reemerging infectious disease outbreaks, pandemics, and international law, with a focus on equity, human rights, and governance.
